Specifies the manners in which an entity may use a grant. Requires an entity that receives a grant to report to the authority. [<i>Directs the authority to develop and implement an incentive payment to eligible entities in order to enable the entities to increase employee wages.</i>] <b>Entitles an employee of a behavioral health employer to be reinstated with back pay if the employer unlawfully retaliates against the employee. Allows certain facilities to limit a resident's access to specified items. Requires a behavioral health employer to provide safety trainings to workers. Becomes operative July 1, 2026.</b> Declares an emergency, effective July 1, 2025.
