Digest: If a driver is 18 or younger and gets a ticket and they have had no other tickets before, they can take a class instead of having the ticket. (Flesch Readability Score: 63.6). Authorizes a driver improvement course as an alternative to conviction of a traffic violation for a person 18 years of age or less whose driving record shows no prior convictions of traffic offenses.<b> Provides exception if person has already taken a driver improvement course.</b> <b>Directs the Department of Transportation to establish standards for the driver improvement courses and maintain a routinely updated list of providers. </b> [<i>Takes effect on the 91st day following adjournment sine die.</i>] <b>Declares an emergency, effective on passage.</b>
