                                      AN ACT
 1   Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
 2      Statutes, in registration of vehicles, providing for
 3      contributions to local fire companies; in fees, further
 4      providing for payments to special funds; and establishing the
 5      Local Fire Company Fund.
 6      The General Assembly of the Commonwealth of Pennsylvania
 7   hereby enacts as follows:
 8      Section 1.     Title 75 of the Pennsylvania Consolidated
 9   Statutes is amended by adding a section to read:
10   § 1325.    Contributions to local fire companies.
11      (a)     Option.--The department shall provide for all of the
12   following on the department's publicly accessible Internet
13   website:
14             (1)   The ability of an applicant for an original or
15      renewal driver's license or identification card to make a
16      contribution of $5 to the applicant's local fire company.
17             (2)   The ability of an applicant for a renewal vehicle
18      registration to make a contribution of $5 to the applicant's
19      local fire company.
 1           (3)   The ability of an applicant for a two-year vehicle
 2    registration to make a contribution of $10 to the applicant's
 3    local fire company.
 4    (b)    Implementation.--
 5           (1)   A contribution under subsection (a) shall be added,
 6    as appropriate, to the regular fee for:
 7                 (i)    an original or renewal driver's license or
 8           identification card; and
 9                 (ii)    a renewal of a vehicle registration.
10           (2)   One contribution under subsection (a) may be made
11    for:
12                 (i)    the issuance or renewal of a driver's license or
13           identification card; and
14                 (ii)    a renewal vehicle registration.
15    (c)    Deposit of contributions.--
16           (1)   Money collected under this section shall be
17    transferred quarterly from the Motor License Fund to the
18    Local Fire Company Fund established in section 1905(e)
19    (relating to payments to special funds).
20           (2)   The department shall determine on a quarterly basis
21    the contributions received under this section, itemized by
22    each city, township, borough and incorporated town according
23    to the address of the registered vehicle owners who made the
24    contributions, and shall report the information to the State
25    Fire Commissioner.
26           (3)   The State Fire Commissioner shall distribute the
27    amount deposited under paragraph (1) to the local fire
28    companies of the cities, townships, boroughs and incorporated
29    towns itemized in the report under paragraph (2), in the
30    amounts itemized in the report.

 1      (d)     Reimbursement.--The State Fire Commissioner shall, from
 2   money appropriated or otherwise available to the State Fire
 3   Commissioner, reimburse the Motor License Fund for the actual
 4   costs incurred by the department in the administration of this
 5   section.
 6      Section 2.     Section 1905 of Title 75 is amended by adding a
 7   subsection to read:
 8   § 1905.    Payments to special funds.
 9      * * *
10      (e)     Local Fire Company Fund.--
11             (1)   The Local Fire Company Fund is established as a
12      separate fund in the State Treasury.
13             (2)   All money in the Local Fire Company Fund is
14      appropriated on a continuing basis to the State Fire
15      Commissioner for the purpose of paying contributions received
16      under section 1325 (relating to contributions to local fire
17      companies) to local fire companies.
18      Section 3.     This act shall take effect in 60 days.
