AN ACT
1 Providing for the capital budget for fiscal year 2025-2026;
2 itemizing public improvement projects, furniture and
3 equipment projects, transportation assistance, redevelopment
4 assistance projects, flood control projects and Pennsylvania
5 Fish and Boat Commission projects leased or assisted by the
6 Department of General Services and other State agencies,
7 together with their estimated financial costs; authorizing
8 the incurring of debt without the approval of the electors
9 for the purpose of financing the projects to be constructed,
10 acquired or assisted by the Department of General Services
11 and other State agencies; authorizing the use of current
12 revenue for the purpose of financing the projects to be
13 constructed, acquired or assisted by the Department of
14 General Services and other State agencies stating the
15 estimated useful life of the projects; and making
16 appropriations.
17 The General Assembly of the Commonwealth of Pennsylvania
18 hereby enacts as follows:
19 Section 1. Short title.
20 This act shall be known and may be cited as the Capital
21 Budget Project Itemization Act of 2025-2026.
22 Section 2. Total authorizations.
23 (a) Public improvements.--The total authorization for the
24 additional capital projects in the category of public
25 improvement projects itemized in section 3 and to be acquired or
1 constructed by the Department of General Services, its
2 successors or assigns, and to be financed by the incurring of
3 debt shall be $21,480,216,000.
4 (b) Furniture and equipment.--The total authorization for
5 the additional capital projects in the category of public
6 improvement projects consisting of the acquisition of original
7 movable furniture and equipment to complete public improvement
8 projects itemized in section 4 and to be acquired by the
9 Department of General Services, its successors or assigns, and
10 to be financed by the incurring of debt shall be $633,994,000.
11 (c) Transportation assistance.--The total authorization for
12 the capital projects in the category of transportation
13 assistance projects itemized in section 5 with respect to which
14 an interest is to be acquired in or constructed by the
15 Department of Transportation, its successors or assigns and to
16 be financed by the incurring of debt shall be $1,686,000,000.
17 (d) Redevelopment assistance.--The total authorization for
18 the capital projects in the category of redevelopment capital
19 projects itemized in section 6 for capital grants by the
20 Department of Community and Economic Development, its successors
21 or assigns and to be financed by the incurring of debt shall be
22 $0.
23 (e) Flood control.--The total authorization for the capital
24 projects in the category of flood control projects itemized in
25 section 7 and to be constructed by the Department of
26 Environmental Protection, its successors or assigns and to be
27 financed by the incurring of debt shall be $9,900,000.
28 (f) Fish Fund and Boat Fund.--The total authorization for
29 the capital projects in the category of public improvement
30 projects itemized in section 8 to be acquired or developed by

1 the Pennsylvania Fish and Boat Commission and to be financed by
2 the incurring of debt or by current revenues of the Fish Fund
3 and the Boat Fund pursuant to executive authorization shall be
4 $199,400,000.
5 Section 3. Itemization of public improvement capital projects.
6 Additional capital projects in the category of public
7 improvement projects to be acquired or constructed by the
8 Department of General Services, its successors or assigns, and
9 to be financed by the incurring of debt, are hereby itemized,
10 together with their respective estimated financial costs, as
