                                     AN ACT
 1   Designating a portion of State Route 2051 from the intersection
 2      with Elizabeth Street (segment 0020/offset 1600) to the
 3      Decatur Township Line (segment 0030/offset 0000) in Osceola
 4      Mills Borough, Clearfield County, as the IC3 James S. Dunlap
 5      Memorial Highway.
 6      The General Assembly of the Commonwealth of Pennsylvania
 7   hereby enacts as follows:
 8   Section 1.     IC3 James S. Dunlap Memorial Highway.
 9      (a)     Findings.--The General Assembly finds and declares as
10   follows:
11            (1)   James Scott Dunlap was born January 22, 1967, at
12      Philipsburg Hospital in Philipsburg, Centre County, and later
13      attended Philipsburg-Osceola Area High School.
14            (2)   He also attended Great Lakes Naval Training Center
15      in Illinois and Interior Communications 'A' School in San
16      Diego, California.
17            (3)   He was a Petty Officer Third Class in the United
18      States Navy and served as an Interior Communications
19      Electrician (IC3) on board the USS Stark FFG-31 from November
 1      1984 to May 1987, stationed out of Mayport Base,
 2      Jacksonville, Florida.
 3            (4)   On May 17, 1987, Petty Officer Third Class Dunlap
 4      was killed in action on board the USS Stark in the Persian
 5      Gulf when Iraqi aircraft fired missiles at the ship.
 6      (b)   Designation.--The portion of State Route 2051 from the
 7   intersection with Elizabeth Street (segment 0020/offset 1600) to
 8   the Decatur Township Line (segment 0030/offset 0000) in Osceola
 9   Mills Borough, Clearfield County, is designated the IC3 James S.
10   Dunlap Memorial Highway.
11      (c)   Signs.--The Department of Transportation shall erect and
12   maintain appropriate signs displaying the name of the designated
13   highway to traffic in both directions on the highway.
14   Section 2.     Effective date.
15      This act shall take effect in 60 days.
