                                    AN ACT
 1   Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
 2      Statutes, in taxes for highway maintenance and construction,
 3      providing for transfers and for Supplemental Roads and
 4      Bridges Account.
 5      The General Assembly of the Commonwealth of Pennsylvania
 6   hereby enacts as follows:
 7      Section 1.    Title 75 of the Pennsylvania Consolidated
 8   Statutes is amended by adding sections to read:
 9   § 9511.14.   Transfers.
10      Notwithstanding section 1703-A of the act of April 9, 1929
11   (P.L.343, No.176), known as The Fiscal Code, to the contrary,
12   the following amounts shall be transferred from the Budget
13   Stabilization Reserve Fund to the Supplemental Roads and Bridges
14   Account established under section 9511.15(a) (relating to
15   Supplemental Roads and Bridges Account):
16          (1)   The sum of $500,000,000 shall be transferred not
17      later than 30 days after the effective date of this section.
18          (2)   The sum of $500,000,000 shall be transferred on July
 1      1, 2026.
 2            (3)   The sum of $500,000,000 shall be transferred on July
 3      1, 2027.
 4            (4)   The sum of $500,000,000 shall be transferred on July
 5      1, 2028.
 6            (5)   The sum of $500,000,000 shall be transferred on July
 7      1, 2029.
 8   § 9511.15.     Supplemental Roads and Bridges Account.
 9      (a)     Account established.--The Supplemental Roads and Bridges
10   Account is established as a restricted account in the Motor
11   License Fund.
12      (b)     Deposits.--The following shall be deposited into the
13   account:
14            (1)   Amounts transferred to the account under section
15      9511.14 (relating to transfers).
16            (2)   Interest earned on money in the account.
17            (3)   Any other amounts appropriated or transferred to the
18      account.
19      (c)     Appropriation.--Money in the account is appropriated on
20   a continuing basis to the department for the purpose of funding
21   projects related to the construction, reconstruction,
22   rehabilitation, maintenance and repair of roads and bridges in
23   this Commonwealth.
24      Section 2.     This act shall take effect immediately.
