                                      AN ACT
 1   Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
 2      Statutes, in licensing of drivers, further providing for
 3      issuance and content of driver's license.
 4      The General Assembly of the Commonwealth of Pennsylvania
 5   hereby enacts as follows:
 6      Section 1.     Section 1510 of Title 75 of the Pennsylvania
 7   Consolidated Statutes is amended by adding a subsection to read:
 8   § 1510.    Issuance and content of driver's license.
 9      * * *
10      (a.2)    Person with disability.--
11             (1)   A person with a disability who renews a driver's
12      license or identification card and meets the qualifications
13      of section 1338(a)(1), (2), (3), (4), (5), (6), (7) or (8)
14      (relating to person with disability plate and placard) or is
15      a veteran whose service-connected disability is certified at
16      100% by the service unit of the armed forces in which the
17      veteran served or by the United States Department of Veterans
 1    Affairs or who has a service-connected disability of the type
 2    enumerated in section 1338 may request that the department
 3    issue a driver's license or identification card using the
 4    most recent color photograph or photographic facsimile and
 5    signature or facsimile of the signature of the person with a
 6    disability in the department's possession.
 7        (2)   The department may not issue a driver's license or
 8    identification card to the person with a disability if there
 9    is no color photograph or photographic facsimile or signature
10    or facsimile of the signature of the person with a disability
11    in the department's possession. The department may require
12    additional information or documentation necessary to comply
13    with this subsection.
14        (3)   The department may not issue a driver's license or
15    identification card to the person with a disability if
16    material changes need to be made to the person's record,
17    including, but not limited to, change of name or a correction
18    of information such as height or eye color, which shall be
19    made in person.
20        (4)   The department may not issue a driver's license or
21    identification card that complies with the act of May 26,
22    2017 (P.L.6, No.3), known as the Pennsylvania REAL ID
23    Compliance Act, to the person with a disability if the color
24    photograph or photographic facsimile of the person with a
25    disability in the department's possession is:
26              (i)    over sixteen years of age; or
27              (ii)    will be over sixteen years of age at the next
28        four-year renewal interval required by section 1514
29        (relating to expiration and renewal of drivers'
30        licenses).
