AN ACT
1 Amending Title 61 (Prisons and Parole) of the Pennsylvania
2 Consolidated Statutes, in miscellaneous provisions relating
3 to inmate confinement, providing for voter registration.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Title 61 of the Pennsylvania Consolidated
7 Statutes is amended by adding a section to read:
8 § 5912. Voter registration.
9 (a) Completion of form.--Prior to release or discharge, an
10 inmate shall complete:
11 (1) a voter registration application; or
12 (2) a form developed by the department, in consultation
13 with the Department of State, stating that the inmate
14 declines to complete a voter registration application at that
15 time.
16 (b) Rules and regulations.--The department may prescribe,
17 adopt, promulgate and enforce rules and regulations to
18 administer the provisions of this section.
1 Section 2. This act shall take effect in 60 days.
