                                      AN ACT
 1   Amending Title 66 (Public Utilities) of the Pennsylvania
 2      Consolidated Statutes, in rates and distribution systems,
 3      further providing for valuation of acquired water and
 4      wastewater systems.
 5      The General Assembly of the Commonwealth of Pennsylvania
 6   hereby enacts as follows:
 7      Section 1.     Section 1329 of Title 66 of the Pennsylvania
 8   Consolidated Statutes is amended by adding a subsection to read:
 9   § 1329.    Valuation of acquired water and wastewater systems.

11      (f.1)    Independent Fiscal Office documentation.--Before the
12   commencement of a proceeding of a fair market value acquisition
13   of a selling utility, the selling utility shall request, receive
14   and make available, in-person and via a publicly accessible
15   Internet website, the following documentation from the
16   Independent Fiscal Office:
17             (1)   An analysis of the costs and benefits of maintaining
18      the selling utility under its current ownership structure.
19             (2)   An analysis of the costs and benefits of the selling
1     utility being acquired by an acquiring public utility under
2     this section.
3         (3)   An analysis of the costs and benefits of the selling
4     utility being acquired by an acquiring public utility under
5     section 1327 (relating to acquisition of water and sewer
6     utilities).

8     Section 2.    This act shall take effect in 60 days.
