                                      AN ACT
 1   Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
 2      Statutes, in registration of vehicles, further providing for
 3      acknowledgment of littering provisions; and, in licensing of
 4      drivers, further providing for acknowledgment of littering
 5      provisions.
 6      The General Assembly of the Commonwealth of Pennsylvania
 7   hereby enacts as follows:
 8      Section 1.      Sections 1317 and 1520 of Title 75 of the
 9   Pennsylvania Consolidated Statutes are amended to read:
10   § 1317.    Acknowledgment of littering provisions.
11      On every vehicle registration card, the following statement
12   shall be printed immediately above or below the signature of the
13   applicant:
14             [I hereby acknowledge this day that I have received
15             notice of the provisions of section 3709 of the Vehicle
16             Code.
17   Also printed on the registration card shall be the following:
18             Section 3709 provides for a fine of up to $300 for
19             dropping, throwing or depositing, upon any highway, or
 1             upon any other public or private property without the
 2             consent of the owner thereof or into or on the waters of
 3             this Commonwealth from a vehicle, any waste paper,
 4             sweepings, ashes, household waste, glass, metal, refuse
 5             or rubbish or any dangerous or detrimental substance, or
 6             permitting any of the preceding without immediately
 7             removing such items or causing their removal.
 8             For any violation of section 3709, I may be subject to a
 9             fine of up to $300 upon conviction, including any
10             violation resulting from the conduct of any other persons
11             operating, in possession of or present within this
12             vehicle with my permission, if I do not with reasonable
13             certainty identify the driver of the vehicle at the time
14             the violation occurred.]
15             I hereby acknowledge that littering from a vehicle,
16             including littering by any person operating or inside the
17             vehicle with my permission, onto any highway, public or
18             private property or waters in Pennsylvania is illegal
19             under section 3709 of the Vehicle Code, and that I may,
20             upon conviction of a violation, be fined up to $300 or
21             sentenced to litter pick-up community service or both.
22   § 1520.    Acknowledgment of littering provisions.
23      On every application for a learner's permit or driver's
24   license, the following statement shall be printed immediately
25   above or below the signature of the applicant:
26             [I hereby acknowledge this day that I have received
27             notice of the provisions of section 3709 of the Vehicle
28             Code.
29   Also printed on the card shall be the following:

13        I hereby acknowledge that littering from a vehicle,
14        including littering by any passenger inside my vehicle,
15        onto any highway, public or private property or waters in
16        Pennsylvania is illegal under section 3709 of the Vehicle
17        Code, and that I may, upon conviction of a violation, be
18        fined up to $300 or sentenced to litter pick-up community
19        service or both.
20    Section 2.    This act shall take effect in one year.
