AN ACT
1 Amending Title 65 (Public Officers) of the Pennsylvania
2 Consolidated Statutes, in ethics standards and financial
3 disclosure, further providing for statement of financial
4 interests required to be filed and for powers and duties of
5 commission.
6 The General Assembly of the Commonwealth of Pennsylvania
7 hereby enacts as follows:
8 Section 1. Section 1104 of Title 65 of the Pennsylvania
9 Consolidated Statutes is amended by adding a subsection to read:
10 § 1104. Statement of financial interests required to be filed.

12 (a.1) Statewide official and member of the General
13 Assembly.--Beginning May 1, 2026, and each May 1 thereafter, a
14 Statewide official and member of the General Assembly shall file
15 electronically the statement of financial interests required
16 under subsection (a). The filing must be in a form and manner
17 prescribed by the commission.

19 Section 2. Section 1107(7) of Title 65 is amended and the
1 section is amended by adding paragraphs to read:
2 § 1107. Powers and duties of commission.
3 In addition to other powers and duties prescribed by law, the
4 commission shall:

6 (7) Compile and maintain an index, including a database
7 on its publicly accessible Internet website, of all reports
8 and statements filed with the commission to facilitate public
9 access to such reports and statements and instruct other
10 State and local agencies which receive and file financial
11 interest statements in the maintenance of systems, including
12 publicly accessible Internet websites, which facilitate
13 public access to such statements. The database required under
14 this paragraph shall be searchable and sortable by, at a
15 minimum, the following:
16 (i) The name of the individual filing the report or
17 statement.
18 (ii) The office held by the individual filing the
19 report or statement.
20 (iii) The year the form was filed.
21 (iv) Whether or not the form is an amended filing.
22 The database required under this paragraph shall be
23 operational no later than May 1, 2026.
24 (7.1) Connect an amended filing to the original filing
25 on its publicly accessible Internet website in a way that a
26 person accessing one will be notified of the existence of the
27 other.
28 (7.2) Provide an e-mail notification option for a person
29 who would like to be notified of new filings.

1 Section 3. This act shall take effect as follows:
2 (1) The amendment of 65 Pa.C.S. § 1107(7) shall take
3 effect in 180 days.
4 (2) The remainder of this act shall take effect
5 immediately.
