ATA Action - Federal Legislative Priorities (119th Congress) As of Q1 2025, ATA Action continues to support and lobby for a broad portfolio of bipartisan legislation aimed at making telehealth and digital health a permanent, integrated part of care delivery in the U.S. healthcare system. Below is a summary of the legislation we are actively engaging on: 🔹 Top Legislative Priorities Telehealth Expansion Act (H.R. 1650 / S. 763) Sponsors: Rep. Arrington (R-TX), Rep. Susie Lee (D-NV), Sen. Daines (R-MT), Sen. Cortez Masto (D-NV) → Makes permanent the ability to offer pre-deductible telehealth services under high-deductible health plans linked to HSAs. Permanent Telehealth from Home Act (H.R. 1407) Sponsors: Rep. Buchanan (R-FL), Rep. Max Miller (R-OH), Rep. Mike Thompson (D-CA) → Eliminates originating site and geographic restrictions for Medicare telehealth services permanently. Audio-Only Telehealth Services Act (H.R. 1899) Sponsors: Rep. Feenstra (R-IA), Rep. Pappas (D-NH) → Makes permanent coverage of audio-only services in Medicare. Expanded Provider Access Act (H.R. 1614) Sponsors: Rep. Kelly (R-PA), Rep. Mike Thompson (D-CA) → Permits therapists, audiologists, and speech-language pathologists to deliver telehealth services permanently. TREATS Act (H.R. 1627) Sponsors: Rep. Norcross (D-NJ), Rep. Fitzpatrick (R-PA) → Permanently waives the in-person requirement for prescribing controlled substances (Schedules III-IV) via telehealth for substance use and opioid use disorders. 🔹 Additional Supported Legislation PREVENT DIABETES Act (H.R. 1523) Sponsors: Rep. DeGette (D-CO), Rep. Bilirakis (R-FL) → Expands Medicare Diabetes Prevention Program to include virtual suppliers. Sustainable Cardiopulmonary Rehabilitation in the Home Act (H.R. 783 / S. 248) Sponsors: Rep. Joyce (R-PA), Rep. Peters (D-CA), Sen. Blackburn (R-TN), Sen. Klobuchar (D-MN) → Makes permanent the option to provide cardiopulmonary rehab services at home via telehealth. Hospice Recertification Flexibility Act (H.R. 1720) Sponsors: Rep. Carol Miller (R-WV), Rep. Jared Golden (D-ME) → Allows hospice recertification visits via telehealth beyond 180 days. Rural Telehealth and Education Enhancement Act (H.R. 290) Sponsors: Rep. Langworthy (R-NY), Rep. Pingree (D-ME) → Reauthorizes USDAs Distance Learning and Telemedicine grant program through FY2030.
