Brian Fitzpatrick (R-PA). β€œHousing affordability is one of the defining economic challenges of our time because it shapes something deeply American: whether families who work hard, save responsibly, and play by the rules can still build a stable life in the communities they call home,” Rep. Fitzpatrick said. β€œWe listened to the people closest to the problem, identified the barriers driving costs and limiting supply, and worked together to develop practical solutions that can actually move the needle.” The 21st Century ROAD to Housing Act, H.R. 6644, aims to expand housing supply, update federal housing policy, bolster community-based development, and make buying a home more affordable for working families. Because the House amended the version previously passed by the U.S. Senate and then voted 396-13 to approve it, H.R. 6694 now heads back to the U.S. Senate for final approval. If enacted, the legislation would directly address the structural drivers of America’s housing shortage, including outdated regulations, duplicative inspections, financing bottlenecks, underused properties, and barriers that slow local development, according to a bill summary provided by Rep. Fitzpatrick’s staff. Earlier this year, the congressman helped advance the original House housing package, which included three of his housing priorities. The updated package passed on Wednesday now includes a fourth bill from Rep. Fitzpatrick to further strengthen the bill’s focus on expanding supply, lowering costs, and helping communities turn vacant and blighted properties into affordable homes, the summary says. H.R. 6644 includes the following provisions from Rep. Fitzpatrick: The Accelerating Home Building Act, H.R. 5907, which would authorize the U.S. Housing and Urban Development Department (HUD) to award competitive grants to local governments and tribal entities to adopt pre-reviewed, ready-to-use housing designs for mixed-income developments of up to 25 units, and to shorten permitting timelines. The Choice in Affordable Housing Act of 2025, H.R. 1981, which would modernize the Housing Choice Voucher program by eliminating duplicative inspections and allowing remote reviews in rural and small jurisdictions.
