Assembly GOP leader James Gallagher introduced the latest "two state solution" proposal on the issue last year. It would create a new state out of California's 35 inland counties, covering most of Northern California, the Sierra Nevada, the Central Valley, and the Inland Empire. Yuba and Sutter counties would be included in the new state. See a map below of the counties that would be covered by the new state.On Tuesday, the boards of supervisors in both counties will hear resolutions to support Gallagher's plan. Both cite a number of issues they say divide the inland and coastal counties, including water rights, wildfire protection, and Proposition 50, the voter-approved measure that temporarily redrew congressional lines to create more Democratic districts in response to efforts in Texas to help Republicans. For the state to be split, a majority in both the Assembly and Senate would have to approve the plan. However, Democrats currently hold a supermajority in both chambers, making approval unlikely.
