Support funding for economic development of the Dayton, Ohio, region; support Community Project Funding (CPF) for the Dayton, Ohio, region in House Appropriations bills; support Congressionally Directed Spending (CDS) for the Dayton, Ohio, region in Senate Appropriations bills; Support military construction or planning and design at Wright-Patterson Air Force Base and Springfield Air National Guard Base; urge the administration to include military construction funding at Wright-Patterson and Springfield in future budget requests; support creative approaches to increase infrastructure capacity available to Wright-Patterson and Springfield mission needs involving leasing and partnership opportunities on and off the installations; support appropriating Air Force military construction to fund planning and design of the Wright-Patterson primary runway repair; support enacting legislation aimed at changing the command structure to separate the Air Force Institute of Technology (AFIT) from Air University (AU) and the Air Education and Training Command (AETC); support authorizing and appropriating funds through Community Project Funding (CPF) or Congressional Directed Spending (CDS) for planning and design (P&D) toward construction of the AI Supercomputing Resource Center at Wright-Patterson; support including a provision in the Fiscal Year 2027 National Defense Authorization Act (NDAA) to increase the ceiling for defense laboratory minor construction under the Laboratory Revitalization Program from $9 million to $20 million; support legislation to authorize a pilot program supporting public-private partnerships to construct or renovate defense laboratory infrastructure; support legislation making an adjustment to the War Departments unfunded priority list for defense laboratories; support legislation encouraging the War Department to set aside funding dedicated for laboratory infrastructure improvements; support enacting a sense-of-Congress provision establishing a target for funding military construction (MILCON) supporting Research, Development, Test & Evaluation (RDT&E) at 6 percent of the total MILCON budget for each military service; support amending 10 U.S. Code 4124 to expand authorities for Partnership Intermediary Agreements, including broadening eligible defense organizations, clarifying authorized activities such as prototyping, workforce development, and technology transition; and increasing funding flexibility to better support defense innovation; support authorizing and appropriating funding as a programmatic increase in the fiscal year 2027 Defense Appropriations Bill for Phase 1 of the Silicon Heartland National Center; support authorizing and appropriating funding through Community Project Funding (CPF) or Congressional Directed Spending (CDS) for planning and design (P&D) to construct the U.S. Space Force Intelligence Facility at Wright-Patterson Air Force Base; support legislation to ensure the Air Force Footprint Growth Offset policy does not unintentionally encourage demolition of historic buildings on Department of the Air Force installations; support Community Project Funding (CPF) or Congressional Directed Spending (CDS) for preliminary and final design for the construction of an expanded I-675/Grange Hall Road interchange serving Wright-Patterson; authorizing and appropriating a programmatic increase in the Fiscal Year 2027 Defense Appropriations Bill to increase capability for advanced air mobility, counter-UAS, and layered airspace defenses; support a programmatic increase in the Fiscal Year 2027 Defense Appropriations Bill to enable Integrated Intelligence, Surveillance, and Reconnaissance (ISR) and Electronic Warfare (ISR/EW) capabilities rapid deployment; support the enactment of the Veterans Affairs Centennial and Heritage Act in support of the history program of the Department of Veterans Affairs and the National VA History Center (NVAHC); support amending 10 U.S. Code 2679 to authorize use of Working Capital Funds for Intergovernmental Support Agreements (IGSA); support funding for the construction of a hangar and associated infrastructure at the Springfield-Beckley Municipal Airport; support funding to establish a College of Allied Health and Human Services (CAHHS) to address health care disparities in the Dayton region; support Community Project Funding in Air Force military construction funds for the second increment to construct the Human Performance Wing Laboratory at Wright-Patterson Air Force Base; support Community Project Funding for Air Force military construction for planning and design (P&D) toward construction of the Advanced Materials Research Laboratory at Wright-Patterson Air Force Base; support H.R. 4747 and S. 2434, bills to amend the Dayton Aviation Heritage Preservation Act of 1992 to adjust the boundary of the Dayton Aviation Heritage National Historical Park (all sections); and support H.R. 5100 (all), to reauthorize the Small Business Innovation Research (SBIR) program and the Small Business Technology Transfer (STTR) program.
