Section 71113 bars Essential Community Providers whose Medicaid reimbursements exceeded $800,000 in FY23 from receiving federal funds if they are primarily engaged in providing family planning or related reproductive health services and provide abortion care beyond the exceptions in the Hyde Amendment.
